Iran will not stop uranium enrichment despite a call by the EU to halt the sensitive nuclear work, chief nuclear negotiator Ali Larijani has said.
The EU approach was "from the past", and only "new initiatives" would lead to a diplomatic breakthrough, he said.
The West has accused Iran of trying to develop weapons - a charge Iran denies.
Meanwhile, the US has said it will host a meeting of the five permanent Security Council members to discuss UN sanctions on Iran, on 21 September.
The Security Council has already imposed two rounds of sanctions on Iran for failing to suspend uranium enrichment.
