Not sure free speech is protected when trying to illegally cross the border of two countries at war.
Also, note the facade of each of the buildings, looks as though the North Korean one hasn't been altered in 60 years.

Just a spectacle created by the North Korean people as propaganda. They would have done much worse had one of their citizens defected to south Korea without permission and then returned pretending to be some sort of hero to the South Koreans.
