Are all hydrants raised in the states? In australia they are flush with the ground with a cap, cant damage them. Around commercial buildings they are raised but residential not, just asking for my own interest.

Doobs is right they're raised here in the US because of weather and such.
There's a guy in my town whos job it is to make sure all hydrants are painted, clear of snow and bushes etc. That's all he does and he's been doing it for like 40 years. He doesn't make a great living at it but he's one happy dude.
