Doesnt take a second for law and order to break down. People disrespect the police, but imagine if there was no established law-enforcement...the only way to proceed would be to carry weapons and body armour.

This happened in Chile after an 8.8 earthquake struck, there was looting, chaos and convicts had escaped from prision, they were roaming the streets, raping and pillaging. But since few Chileans have guns, the mayhem was out control and the looters, especially the convicts that escaped jails were having free reign.
