I agree. I lived there for about 2 years and was SOOO glad to leave. ( 9 mile and Gratiot. )
It fucking snows there in October, and that very same snow stays on the ground until April or May. And by then you can't even tell what the hell it is any more from all the dirt and road grim that's turned it black.
As FUBAR'd as Detroit's economy is right now, it's a surprise they even have the money to spend on the electricity for said lighting.

O'Hare's tunnel is pretty cool too. My cousin was the one of the construction engineers for the Detroit Metro expansion. He's got a lot of hilarious stories about that too! Thanks for posting.
