European foreign ministers have told Russia it is in line for a new partnership.
The go-ahead for EU talks on the new partnership deal has ended an almost two-year impasse.
Negotiations on the accord will be formally launched at an EU-Russia summit in Siberia on June 26th, when new President Dmitry Medvedev will represent Russia at the EU for the first time.
Fresh EU-Russia negotiations are deemed key to improving ties which soured under former president Vladimir Putin.
A deal will also ensure a reliable energy supply from Russia.
The European states have become increasingly concerned at their dependence on Russian fossil fuels and Moscow's ability to turn off the taps as a political game.
