Russian Army test launches a new short range ballistic missile interceptor system: Baikonur Sari-Shagan, Dec 20th, '11
A new ballistic missile interceptor type was successfully test fired from the Baikonur missile facility on December 20th.
The system is intended to form the centrepiece of Russia's planned missile defence shield.

This isn't a ballistic missile, it's an older type ABM system, part of the A-135 complex, which uses a short range endo-atmospheric interceptor with a nuclear warhead (obviously the test missile here didn't).
They restarted the production of engines for such missiles, that's what the test was about, and that's what the news is about.
NOT a ballistic missile. This is a defensive ANTI-ballistic missile system (ABM).
Currently, partially active only over Moscow.
