Soldiers on top of their tank fire automatic weapons at houses in a residential area of a city mumbling the name of Bashar Al Assad as they do. They are not under fire, make no attempt to cover themselves and aim carelessly in different directions but not into the air. As the camera pans around it shows other soldiers idly standing around, showing they are not in a battle. That is why this is marked as terrorizing the neighbourhood. Peaceful anti-government protests took place in the city and this was their retribution. The regime doesn't like to use peaceful means to explain its position, bullets at the houses will suffice.
