The dog was wagging it's tail while injured. It didn't seem like it was a threat. Some dogs do wag before they bite, but he/she hardly looked like it was. Did it bite/nip or maul the kid? Story is missing. Why did they beat it like that? Fuck, if they didn't have a gun, then capture it and take it to somewhere where it can be shot. @skababy69 wagging tail doesn't always mean happy, depending on the situation(such as this one) the wagging tail means the dog is nervous, on guard and ready to attack again. You have to look at their whole body, it started to turn it's head while looking between the people in the shop and the cop.
