It looks like a probable russian missile spiraling out of control in the upper atmosphere.
Original Text - A mysterious light display appearing over Norway last night has left thousands of residents in the north of the country baffled.
Witnesses from Trøndelag to Finnmark compared the amazing sight to anything from a Russian rocket to a meteor or a shock wave - although no one appears to have mentioned UFOs yet.
The phenomenon began when what appeared to be a blue light seemed to soar up from behind a mountain. It stopped mid-air, then began to circulate.

I guess my only question would be then, why wasn't the trail of the rocket visible as it ascended into the sky?
I'm not doubting that it is a rocket as reported but at the same time I find it a bit odd that there were no witnesses that saw the launch as it ascended into the sky; to which, I would think would have been hard to miss given clearness of the night sky.

@cobalt187 1. The missile was in space at that point, so the exhaust trail of the rocket was invisible. It's clearly visible, however, early on in the rocket's trajectory, where it is still in the atmosphere (and illuminated by the sun). 2. The rocket was launched in a missile test range in Russia, and they're rarely known for having extensive housing projects for eye-witnesses.
