The Assad regime is desperate to label all opposition to it as terrorism, but of course this is not true. The Assad regime is a brutal family dictatorship that places the minority Alawite sect as the masters of the majority Sunnis. Dissent of any kind is met with imprisonment, torture, and murder. So armed opposition to this regime is not terrorism, it is just common sense. The Assad regime itself is widely recognized along with Iran as one of the largest state sponsors of terrorism, so their cries of "terrorism" now are rather hollow.
