    Crimes are normally deal by the local Imam (pastor/priest) then local officals

    2. Stringent records are hard to keep in these counties, especially in the more desolate places. Many crimes go unreported and are left to families or tribes to settle it.

    3. Islamic laws differ wildly from Western laws.
