Neighbors called for help after hearing 2 barking dogs in an abandoned home in South L.A. Neighbors say the owners left, leaving a dog and a puppy behind. LA City Animal Control investigated but wouldn't take the dogs, saying the owner had 24 hours to deal with the situation. Meanwhile, an animal rights activist showed up and started taking the dogs out of the house. He was arrested for hindering a city investigation.
