For those who are puzzled about the editing..
Such tactics are usually used when someone is leaking a video from a criminal case.
This is a really common tactic in order to hide the source of the leak.Since he does not want to loose his job.
Looks like whoever leaked it probably used somebody else's computer(background of your family would beat the whole point)

@Danny112288 Obviously the dash cam made two videos (auto save after some minutes). I haven't yet found a video cutting software which works 100% properly with the vids of my dash cam. It makes .avis but some weird kind, I don't know. Chinese garbage. Anyway: Better to show it like this than to not show it at all.
