Well, if they had done a background check on the guy before they sold him the stick he wouldn't have been able to injure him. Also, they should have limitations on how long sticks should be.

@miking50 - The government is thinking of banning sticks because people get killed and injured with them. This probably means all trees will have to be cut down so no one accidentally picks one up.
