This was recorded on a commuter train in Russia.
The only info provided was that he had been 'problematic' on the train, which could mean anything ... intoxicated, goofing around, doing some stunt, whatnot.
I think he must've had his arm sticking out of a door or window while the train was moving, and what you see is what you get.
