This year, Chicago took the not-so coveted top spot from Cincinnati for the most dangerous neighborhood, while Atlanta has the highest number of neighborhoods making the list (four).
You may ask, why neighborhoods and not cities? Schiller explains that even the cities with the highest crime rates can have relatively safe neighborhoods, and thus it is less useful to generalize about an entire city.

I tried to look for information on the sources to see how this was all compiled. If it came from the Uniform Crime Report Data, then the results are moderately under-exaggerated... which means that the chances of actual victimization are even greater than predicted. The UCR is based off of crimes reported... violent crimes such as rape, assault and some forms of personal robbery usually go unreported. twas I. And from what you just posted it does look like it is UCR data... aka FBI aggregate data. I was surprised to see that BMV and Burglary were also included into the algorithm since I was under the impression that the crime victimization rates were in regards to violent offenses only. However, property crimes, being as prevalent as they are, would knock some of these neighborhoods sky high in victimization rates, if one were to include such data.
