ASROC is basically a torpedo strapped to a missile. It has a range of around 12mi. It is a stand off weapon. That's why it flies up then travels to the area and the torpedo is dropped via parachute to search for the sub.

If anyone is wondering what they are saying over the loudspeaker, wonder no more. They are pretty much just yelling at the submarine to give up and that resistance is futile and that they are launching ass rock. The submarine couldn't hear them for obvious reasons.
