Yes, but for a flat tire you need to use more and you have to make sure to get a very thick layer of the starting fluid then you lite it, since it's probably REALLY flat when the fire dies down, be sure to keep it hot and keep a constant spray, when you see the black smoke it means you are almost inflated. That black smoke is the air rushing into you tire.
correct me if im wrong. But, the only thing this does is "seat the bead" of the tire. if you are nowhere near an air compressor, then you can't not fix the flat.
