"Rascals" ??
Maybe a better description would be young thug asshole looters who don't have any respect for society or anyone else other than themselves. They all ran around like a pack of wolves, hoods drawn over heads as they were well aware of witnesses and cameras, and couldn't give a shit if you or anyone else got in their way.
Here's an even better word for them: CRIMINALS.
