Colorado State Patrol denies stranded motorist a snow shovel

State Highway 91 near Copper Mountain, on the morning of 2014-03-08, after 10 inches of fresh snow that night, a motorist was stuck in the snow bank near the extended parking lot. I went to offer the motorist a snow shovel to dig himself out. The Colorado State Trooper told me I couldn't give him a snow shovel and he had it handled. So I came back with the the shovel and the camera rolling to see if the trooper was willing to represent himself like that on camera. Nope, he walked away.
