This is a shark doing what it was designed to do. The whale was sick. That brown patchy stuff was probably an infestation of whale lice, which is a sign of a very sick whale (although some whales have them naturally). A tiger shark would never attempt to take out an adult healthy whale. When the first sharks show up following a dying whale, one of the first things they do is eat the tail and immobilized the whale. Pretty soon dozens of sharks devour the whale over days.

@justthetip A tiger shark is unlikely to attack a healthy blue whale unless it was a newborn. Even baleen whales can defend themselves. A humpbacks pectoral fin weighs 1,500 lbs and is lined with sharp barnacles. One swipe with that would cut a tiger shark in two. A blue whales tail muscle is probably the largest and most powerful muscle in the animal kingdom. A shark would be no match for a healthy blue whale. Yeah I think we're seeing two whales. The first is alive and well, the second is a whale carcass that may have died from any number of causes. At no point do we see whale #2 alive, just sharks feeding on it after death.
The initial shark bite we see (which is made to look like a first attack) is on an unresponsive whale.

I saw a scene similar to this on Maui many years ago.
A Humpback whale that had a mooring rope tied around it's tail and was all infected, got attacked by Tiger sharks, then beached itself and died, with about 6 big Tiger sharks following it in to the beach to feast on the carcass.
