Usually these are people targeted by Israeli intelligence, so I guess they just call them on their cellphone.
I know in the past that when some of them got 'the call' they used to bring innocents to stand on the roof so the IAF don't bomb the house. They stopped doing that for some reason (don't know why - maybe they get too short a notice)
