The left has controlled Congress for more than 3 years now and obama sure as hell doesnt want to do anything that could possibly benefit our troops so..........maybe in 2010 we can get this show on the road for all our military personnels sake.

The military only has a finite amount of resources and money. They have to choose where they put invest it. Spending money on one thing that can hypothetically save lives may sometimes mean you are diverting money from other items that are more effective at saving lives and accomplishing the mission.
