@wambamss depends... if it's a renteal car and the contract states only the actual renter has the right to drive it, anyone else driving it breaks the contract and opens up a few legal issues for the renter and the driver.

It makes a lot of difference. I would imagine the officer asked the question because they driver's name and address aren't the same as what's on the registration. In that case it is completely reasonable to ask "who owns it?" Most owners don't see their vehicle being stolen. Therefore the vehicle can be on the road long before it's been reported stolen. @hilljack998 The reason for asking what your address is while holding your lic. is that many people move and don't update their lic. there-by making them much more difficult to locate should they not pay the fine or appear in court. It is also the law to inform the state of your change of address for your lic. within a certain period of time.
