As I understood it the clones where essentially the first batch of soldiers then hiring and training of regulars joes after that... I think that facility that made the clones was destroyed or something too.

Well, they did spend years going to flight schools and learning to live in western society, the whole time knowing full well that they were preparing to be martyrs, to commit suicide. It's pretty amazing when you think about it, in a horrific, 'what is this world coming to?' kind of way.
