not a radar speed sign...and yes, it is right here in the USA (you can see Old Glory flying next to the building on the right). this was either one of those school zone warning lights or maybe even a traffic light. I've never heard or seen a radar detection sign posted like that, so.

@MSUGrad2k5 You can barely make out some yellow words on the sign before it breaks so It's gotta be a school zone warning. Can't be a pedestrian timer because there are no crossing lines on the road. Strange sign, never seen one like that before.
