Extreme Cheapskate.
I worked at a sewage plant, and in the recent decade they now HAVE TO buy water in order to make the sewage process work correctly for their old system. Why? Because too many homes and buildings are now required to have efficient toilets, showers and spigots installed.
Being cheap doesn't do anything to help the environment, it actually has raised your sewage bill.
