Notice how the Assad regime uses non-uniformed militias or "shabiha thugs" to do their dirty work. They are side-by-side with the regular military forces.

Shabiha is the term used by the insurgents - it means roughly criminals. These guys are actually militia units and under military control.

@DEADBEEF Shabiha is a more widely recognized term than you suggest, and the government will not want to claim control of them. There are rules of war after all, and the shabiha are violating them. Assad and the rest of his Alawite cronies would rather not end up in the ICC sitting next to Ratko Mladic.
