Hmmm, I'm skeptical. For a few reasons.
1) Our school buses rarely have luggage racks on the roof.
2) Our school buses all say "School Bus" on the front and back, across the top.(that's law)
3) Our school buses do not have grab irons and handles around the outside of the vehicle, that would promote unsafe behavior.
Looks more central or south america to me.
