Turkish troops and antiaircraft batteries were headed toward the
tense Turkish-Syrian border region Thursday, Turkish media said, amid
reports that special U.N. envoy Kofi Annan was planning to propose a
transitional "national unity" Cabinet for Syria.
The Turkish deployment appeared moderate in scale and seemed more
defensive and preparatory -- and perhaps symbolic -- than offensive in
nature.
