In the US, 47% of workers pay no income tax at all, and most of those are actually getting "credits", i.e., checks from the government that come from those to do pay taxes.
The US system is the most progressive in the world.
And, to answer your question, I don't think businesses should pay taxes AT ALL...because taxes are a cost of doing business that's passed on to consumers.
