I think the deer wanted to go on land, but because of the people kept running in the water. they were trying to help but didn't realise they were making it harder for the deer.

I guess deer sometimes panic in storms. When hunting in really bad weather (I'm a idiot and stay up in a treestand in heavy rain and wind sometimes) I see some deer hunker down tight and some run around in a panic.
I have found many dead drowned deer in creeks. Almost always several feet above the normal level. Why they run and dive into flooded creeks, rivers, and now the ocean is beyond me.
