Duluth, Minnesota Police Officer Richard Jouppi has been charged with assault after a surveillance video (below) showed him hitting a drunk 50-year-old man, Anthony Jon Jackson, in a wheelchair.
The Duluth News Tribune reports that Officer Jouppi has been placed on paid administrative leave while an independent prosecutor investigates the Sept. 21 incident.
Officer Jouppi and his partner arrested Jackson, who had allegedly been in two fights at his apartment complex, earlier that night. Police said Jackson is able to walk, but was in the wheelchair when officers arrived.
The video shows Jackson asked by a female police staff member to remove his leather jacket. Jackson stands up and asks her, "Would you like me to throw it at you?"
The female staff member says: "Throw it at me, see what happens.

I'm usually on the Cops side but man thats a little harsh. The wheelchair dude barley tapped his face so he lands three good shots to his face. Seems to me all the Cop had to do was step back 3 feet, problem solved.

The news report I heard said he also got in trouble for threatening the medical staff member with arrest when she attempted to question his methods.

I'm no fan of the police, but the guy did hit the officer in the face first. I've seen so much worse that doesn't get called out as assault. I have no clue why this would be assault.

I dont know how to feel about this, I feel like that was pretty lame to beat a guy in a wheel chair, but at the same time, had a man in a wheel chair bitch slapped me, I think I would have gave him the business too.

The law only allows an officer to use the amount of force necessary to subdue and restrain someone who is resisting. What he did was use "excessive force"... way beyond what was necessary to respond to a girl-slap from a drunken indian.
It's also common practice for drunks to be placed in wheelchairs while being booked or taken to a cell... the reason being, to keep them from falling down and injuring themselves and then saying the cops beat them up. I'm sure the wheelc More..
