If they use those sorts of tactics to commit suicide attacks, I wouldn't put it above the FSA and their jihadist allies to have committed massacres using government uniforms in order to blame Assad. This is not excusing the actual war crimes that have occurred, just that the immediate propaganda value and lack of objective information from Syria could allow something like that to happen with no consequences to the rebels.
