The girl was stupid enough to be outdoors near the frontline during such a horrific indiscriminate conflict.
Her parents (if they even gave a fuck) shouldn't have let her out in the first place.
Her neighbours should be ashamed for not trying to do something constructive to stop the conflict and terrible things like this happening on their own doorstep.
The "other side" will hopefully have nightmares for the butchery they're inflicting on their own damn people... but likely won't.
