Indeed. Gaddafi inflicted the horrors of free healthcare, government provided homes, free education and a high tech waterworks, turning the desert into farmland, against his poor subjugated people.

Not to mention Libya had ZERO debt when Gaddafi was in power, free education, and if you can't get your education in Libya, they would send you where you needed to go to study. Newly married couples got money for a house, etc.
