Well, not the entire population, but those who got to the Maracană Stadium to watch the opening of the Pan American Games.
And that's a lot of people.

The people who BOOED the President was all the "rich" copacabana population and foreign tourists who could pay for that expensive and exclusive event. Everyone in Brazil knows that President Lula benefits more the poor working classes wich couldn't buy the expensive tickets to cheer for him. The organization of this event was one of the only times that Lula tried to benefit the riches and probably the last one.
