Jerusalem, April 18 � request was filed with Minister of Justice Yaakov Neeman to initiate corrective correction regarding a false and misleading Apostille certification procedure, relative to the Hague Apostille Convention (1961), published online by the �Judicial Authority�, with no lawful authority. The request points out the false and misleading nature of the procedure, where notaries are permitted to certify judicial records. The Regulations of the Courts � Office of the Clerk (2004) reserve such authority for the chief clerks of the respective courts.


The request also claims that the procedure, published online is in violation of the Hague Apostille Convention (1961), as it applies to the certification of judicial records of the courts of the State of Israel.


Furthermore, the online Apostille procedure amounts to the establishment of Regulations of the Courts with no lawful authority.

The requester, Joseph Zernik, PhD, has specialized in recent years in analysis of integrity, or lack thereof, in large government and banking electronic record systems.


Copies of the request have been forwarded to the Attorney General, the Director of the Administration of Courts, the State Comptroller and Ombudsman, Members of Knesset, and the President of the Israel Bar Association.


Today's request was filed with Minister of Justice Neeman as part of the process of preparation of the 2012 Human Rights Alert (NGO) submission for the Universal Periodic Review of Human Rights in Israel by the Human Rights Council of the United Nations.


Conclusions of the Human Rights Alert submission include, but are not limited to:

Nations, including but not limited to those, who are parties to the Hague Apostille Convention (1961), should re-assess any faith and credit, given to legal public records, originating in the State of Israel.

The findings carry far-reaching implications in analysis of socioeconomic trends, stability of local financial markets, and regional violence.

"A court, which refuses to certify its own records, is certified corrupt," concludes Joseph Zernik, PhD, of Human Rights Alerty (NGO).
