Happened yesterday in Izmir, Turkey. Some guy tries to hit police with a chair and gets shot 2 times, 1 from leg and 1 from somewhere near his heart.

One man was killed and three others were wounded after a policeman fired his gun in a scuffle between officers and three men which erupted after the latter’s car crashed into a patrol vehicle yesterday in İzmir, Doğan news agency has reported.
One of the passengers in the vehicle, Emrah B. succumbed to his injuries this morning after being shot in the stomach.
The incident occurred at around 3 p.m. after a car driven by an unlicensed, 17-year-old man, E.B., hit the police car parked on the street. A melee broke out when the driver and his two passengers objected to the police officer, who went to make a report about the incident and the fact that E.B. was driving without a license.

First off your generalized statement couldn't be more wrong.
It makes no sense to meet force with equal force. Why would anyone, including cops, put themselves in unnecessary physical confrontation that may lead to the officer getting injured. If you hit another citizen with a chair are they going to charge you with attempted murder or assault? I get that it can be a weapon, but calling a chair a "deadly weapon" is extreme overkill just like their reaction. The answer to your first question is Yes. You would charge a person with assault with a deadly weapon if it was used against another person. The fact that you ask that question proves your ignorance on case law and lack of any knowledge of the subject.

A few observations.
- Don't try to hit a cop with a chair. You are now using it as a deadly weapon.
