Difference is in uniform. Both may be hidden when waiting for something to shoot. But i haven't heard of US snipers that use civilian cars or clothing to get to position or out of there. Pretending to be a civilian puts all civilians in danger.

At one point they claimed that this sniper called "juba" had killed 150 US officers. Then somebody pointed out that according to icasualties this was unlikely. So "juba's" terrorist buddies dropped the figure down to around 30 just before the group juba was supposedly part of was wiped out.
