Firstly, why is the camera car going so slowly in "the fast lane".
Also, did he stop on an open carriageway and cause the accident by calling the oncoming vehicle across ... while blocking that drivers view?
I know nothing of Russian driving rules and etiquette!

don't you hear the turn signal ? Obviously, it's not a highway and he was turning to left. In developed countries viaducts are built or at least pockets. Needless to say, russian infrastructure is decades behind the western countries
