Workmen try to secure a rockface by knocking off boulders so they won't fall on the road and kill people. Apparently, 6 people died last year on this road by falling rocks.

The man is using a pneumatic cushion, which can lift 20 tonnes. It's used to push off big stuff that a bar won't move.
