Clearly, only one side is walking around with weapons beating people up. The peaceful side, let's call them "the opposition," for the sake of argument, doesn't want to start a violent war of attrition. Then the real police would get involved, then the military, etc. etc. As long as the opposition remains non-violent, the government is paralyzed.
These basijis are going to run out of money, food and steam eventually. Without a valid reason to call in the tanks, where will the mullahs be? A supposedly "holy" theocratic government can't justify calling in the tanks against peaceful protesters - that only works in communism.
