Hitting anything smaller than the moon with an RPG is more luck than skill.
I've seen the things fired only to have the charge fly straight in the sky midway to the target.
About as accurate as a bottle rocket.

The Afghan with the RPG was a few hundred meters away from his target. The Javelin shot looked to be 1000 to 2000 meters away and the javelin is pin point accurate.
