He certainly got aggressive and "in her face" very quickly. As the investigation revealed, he "broke no laws" and acted in accordance with established policy.
It's a judgement call, of course, but he could have been a tad less aggressive about it all. She certainly wasn't trying to fight or flee the scene, and I doubt she presented any real threat to the officer.
