In the Soviet days all parking lots were guarded 24/7 to prevent thieves from steeling windshield wipers (a very common problem) and headlights.
Often car owners would remove their windshield wipers when entering a store or something (as if they had any stores).
My "USA" country sticker was stolen off the back of my VW Golf while it was parked next to Red Square on a sunny afternoon.
