      I used the data from the site linked below, and looked at the numbers in terms of largest percentage increase from the last year of a previous President's term to the last year of the following President's. The biggest increases (not counting inflation) were:

      - Abe Lincoln - 1527% increase in spending; this is obviously due to the huge expenditures for the Civil War.
      - FDR - 836% increase. Again, massive war spending skewed hi More..
