I think a good way to look at it is to imagine if there was a guy standing near the shooter who happened to have a concealed handgun. Now let's imagine this guy saw the shooter raise his weapon and put a bullet in his brain before he managed to get a shot off. Crisis averted. Excessive gun control is simply a bad idea.
