The water is below freezing temp but the plastic bottle gives it nowhere to "nucleate" crystals. Note the very careful handling of the bottle... if it's shaken, it will freeze up rapidly.
It's an analogue of the phenomenon that makes hot water "explode" when disturbed after being super-heated in a smooth, clean container in the microwave.

Super cooled water.
This happens to the bottled water I leave in my garage in the winter. It is frozen, but in a liquid state. Once it is disturbed by either shaking or pouring, it freezes automatically.

Supercooling. To cool a liquid past it's freezing point while it still remains a liquid due to intermolecular forces. This is a perfect example of kinetic control because that is what keeps it a liquid past it's cooling point. When disturbed, it will lose that energy to maintain liquid form and become a solid in a cascade (to whatever amount of liquid loses enough energy). Blah blah blah, science is fun.

@shizzlemynizzle ice crystals form around impurities in water allowing it to freeze at 0 degrees. The water was probably highly distilled and lack impurities so it existed in liquid form below 0.

@Ste_0 Contrary to what you might believe but it is impurities that cause water to freeze at temperatures lower than the normal freezing point of pure water. But only if the impurities do affect the polarity of water wherever they are in the water. (same concept with why we lay salt on the ground for icy winters, because that saline solution has a much lower freezing point than that of regular water.)

Superchilled water will sublimate when the water is poured. Leave the water in a freezer until it just starts to cloud & you can do this yourself.
